About the Governor

Juanito Victor Catibayan Remulla, Jr., known by his nickname Gov. Jonvic, is the Governor of the Province of Cavite, serving his fourth non-consecutive term.

Gov. Jonvic was born to parents Ditas Catibayan and Atty. Juanito “Johnny” Remulla, who was the longest sitting governor of Cavite. He took up his primary education at the De La Salle University, finished his secondary education at the Ateneo de Manila University, and attended the University of the Philippines-Diliman, where he earned his degree in Philosophy.

Born a natural leader, Governor Jonvic has been in politics for almost three decades. He started his career as a Board Member of the Second District of Cavite. Three years later, in 1998, he was elected as Vice-Governor, a post he held for three terms.

The Provincial Government of Cavite under his tenure was cited as the First ISO 9001:2008 Certified Provincial Government in Asia, and his leadership is known to uphold the highest quality of good governance, transparency and good politics. Thus, in 2013 he was named as one of People Asia Magazine’s “People of the Year”. His kind of leadership ā€“ straightforward and firm, future-driven yet still ingrained with Caviteā€™s historical legacy, is reflected in the direction where Cavite is heading under his watch.

His development agenda is guided by the mission of a ā€œSafer Cavite, Better Cavite, Better Philippines.ā€ Towards this end, he instituted reforms in administrative governance to deliver quality public service. The Provincial Government of Cavite (PGC) maintains its ISO 9001:2015 certification and ARTA compliance. For its effective and efficient public service, PGC was recognized as PCCIā€™s Most Business-Friendly LGU-Province Category for 2021; one of the top-performing LGUs in the Cities & Municipalities Competitiveness Index; and undergone national validation for the 2022 Seal of Good Local Governance, to name a few.

To improve quality of life and socio-economic conditions of CaviteƱos, Governor Remulla puts premium on equitable health and social services, relevant quality education, socialized housing units, maintenance of peace and order, and in building a disaster-resilient community in the province. The Provincial Government continuously supports the PNP and LGUs in maintaining peaceful communities through the provision of patrol vehicles and other equipment.

In sustaining economic development, the PGC was instrumental to the Implementation of major infrastructure projects such as CAVITEX and the Cavite-Laguna Expressway, among others. Infrastructure projects in the pipeline are the Cavite Land Reclamation Project, Cavite-Batangas Expressway, and the Sangley Point International Airport. The provincial government also invested in ICT Infrastructure and launched the LINKod Kabitenyo project now expanded through the Managed Broadband Network.

As the Province faces the inevitable effects of climate change, Gov. Remulla believes that harnessing renewable sources of energy is an effective way to lessen its impact. The new Provincial Capitol of Cavite is set to become the first carbon-neutral provincial government facility in the country to be powered by solar energy. The Provincial Government also invested in flood mitigation projects through retarding basins.

These are just among the many notable accomplishments that propelled the big leap of the Province from what it was then into what it is now. More is yet to come as Cavite moves forward under Governor Remullaā€™s governance guided by the motto ā€œTapat sa Bayan, Tapan sa Usapan.ā€Ā Ā
