All twenty-three local government units of Cavite were recognized during the Anti-Drug Abuse Council Performance Audit awarding ceremony on December 2, 2019 at The Bayleaf Cavite in the City of Gen. Trias spearheaded by the Department of the Interior and Local Government (DILG) in collaboration with the Philippine Drug Enforcement Agency (PDEA). The achievement signifies the functionality of the anti drug-abuse councils of all the cities and municipalities in the province.
The performance was rated based on several indicators including the presence of organized local ADAC, conduct of meetings, allocation of funds as indicated in the POPS Plan, implementation of plans and programs, support to ADACs in component LGUs, and milestones. Bronze award or moderately functional ADAC has a 51-84% score, Silver award or highly functional with 85-99% score and the Gold award or ideal ADAC achieved a perfect score of 100%.
PLTCOL Pablito Naganag of the Cavite Police Provincial Office commended the ADACs for ensuring that anti-illegal drugs programs are implemented down to the barangay level in order to achieve the goal of a drug-free Philippines by 2021.
DILG IV-A OIC Regional Elias F. Fernandez l Director graced the awarding ceremony and lauded Cavite LGUs for the outstanding performance of local ADACs. He reported that out of the 147 LGUs in the CALABARZON region, 12 ADACs achieved a perfect score for functionality, four of which came from Cavite. In addition, 812 out of the 829 barangays in Cavite achieved moderate to high functionality reflecting the LGUs commitment to the anti-drug abuse campaign making Cavite the number one province in terms of the number of functional ADACs.
The Bronze award was received by the LGUs of Trece Martires City and Alfonso. Silver awardees were Amadeo, Carmona, Cavite City, cities of Bacoor, Imus and Dasmariñas, municipalities of Gen. Emilio Aguinaldo, Gen. Mariano Alvarez, Indang, Magallanes, Maragondon, Naic, Noveleta, Silang, Tanza, Ternate, and Tagaytay City. The four LGUs that achieved a 100% score in the performance audit with ideally functional ADAC were the City of Gen. Trias and the municipalities of Mendez, Rosario and Kawit.
As incentive for the LGUs ADAC performance, the Provincial Government awarded equipment to support their anti-drug abuse programs. Bronze awardees received a desktop computer with printer while Silver awardees received the same with additional laptop. Gold awardees received additional DSLR camera aside from the desktop computer, laptop and printer.
Cavite was also a Regional awardee for the functionality of the Provincial Anti-Drug Abuse Council with a 95% performance rating. The award was received by Mr. Alvin Mojica, OIC-Provincial Administrator on behalf of Governor Jonvic Remulla, PADAC Chair.
Agent Billy Viray of PDEA Cavite thanked all the LGUs for being active partners in the fight against illegal drugs and hoped that they remain proactive in implementing programs to ensure that the province will be drug-free and safer for every Caviteño.
