The Provincial Government of Cavite has confirmed that there were no challengers or interested companies that registered and purchased the bid documents for the Competitive Challenge Process of the Sangley Pont International Airport (SPIA) Project. The deadline for registration of potential challengers and purchase of the bid documents was set today, August 17, 2022 at 5:00pm.
In order to validly participate in the Competitive Challenge, challengers were required to register, submit there expressions of interest, sign the prescribed form of the non-disclosure agreement, and pay the non-refundable participation fee or cost of the bid documents on or before the set deadline.
The Competitive Challenge is mandatory process under the PPP Code of the Province of Cavite that is designed to solicit comparative proposal from other potential proponents as counterbids to the Unsolicited Proposal submitted by the SPIA Development Consortium, the Original Proponent of the Project.
Under the rules of the Competitive Challenge, the PPP-Selection Committee can recommend to the Provincial Governor the award of the Project to the Original Proponent in case there were no challengers.
