An orientation and deputation training seminar-workshop for Deputized Transportation Regulation Officers (DTROs) which was conducted by the Land Transportation Office Region-IV-A gathered more than 100 participants from the Road Safety Division of the Office of the Provincial Governor and Tanza Municipal Government on May 30, 2019 at the RFC Mall, Molino, Bacoor City, Cavite. The activity aims to update traffic enforcers and support personnel on existing traffic code, related laws and implementing rules that are currently enforced and to qualify them to become deputized regulation officers.
Mr. Rolando D. Alvaran, OIC, OPG-RSD welcomed all the participants and encouraged everyone to participate for their advantage. An orientation about LTO’s functions and mandate was conducted by Ms. Darlene P. Oabel, Regional Deputation and Evaluation Committee (RDEC) Secretariat. Among the topics covered were: R.A. 4136 – Land Transportation and Traffic Code and Other Related Laws, Rules and Regulations; Traffic Signs, Signals and Pavement Markings; Understanding and Avoiding Road Rage which were delivered by Ms. Clarisa A. Sulit, Chief Operations Division – LTO IV-A. On the other hand, DOTC Joint Administrative Order (JAO) 2014-01 dated June 2, 2014, Driver’s Licensing and Motor Vehicle Registration and Salient Features of Special Laws being implemented by LTO were discussed by Mr. Derwin E. Panganiban, Team Leader, Regional Patrol-Operations Division, LTO IV-A. Among the Special Laws were R.A. No. 8749 – The Philippine clean Air Act; R.A. No. 8750 – Seat Belts Use Act of 1999, and R.A. No. 10913 Anti-Distracted Driving Act of 2013.
A Road Safety Scenario was initially given by Assistant Regional Director Francisco P. Ranches Jr. Jr., CESO VI, RDEC Chairman before the participants were given information on R.A. NO. 10586 – Anti Drunk and Drugged Driving Act of 2013; R.A. No. 10054 – Motorcycle Helmet Act of 1999 and R.A. No. 10666 – Children’s Safety on Motorcycles Act of 2015; Road Safety, Courtesy and Discipline for TROs, Law Enforcement and its Types, Rights of the TROs and Drivers and Good Qualities of TROs. Lastly, the Filling up of Temporary Operator’s Permit (TOP) and related topics were communicated with the participants by Mr. Panganiban.
To assess the participants and be qualified as Deputized Transportation Regulation Officers (DTROs), a written examination was facilitated by Ms. Lovely P. Pesor, RDEC Secretariat. The awarding of certificates concluded the event.
