In order to capacitate local government units and national government agencies in the execution of the reintegration program and achieve reintegration success for former rebels in the community, the Provincial Government of Cavite (PGC) thru the collaborative efforts of Provincial Social Welfare and Development Office (PSWDO) and Department of Interior and Local Government (DILG) conducted an orientation on the Enhanced Comprehensive Local Integration Program (E-CLIP) and Implementing Guidelines for the Provision of DILG- Administered Package Assistance.  The orientation on February 27, 2019 was attended by municipal/city social welfare and development officers at the Ceremonial Hall of the provincial capitol in Trece Martires City.

OIC-PSWDO Ms. Darylvy Avila acknowledged and warmly welcomed all the participants while Provincial Administrator for Community Affairs Mr. Alvin Mojica graced the event and delivered his message focusing on the significance of being prepared in providing social welfare services for rebel returnees and their involvement to attain a holistic peace in the province.

The orientation proper was led by Local Government Operation Officer II Mr. Ramon Nedic. He elaborated the contents of DILG-DND Joint Memorandum Circular No. 2018-01 focusing on the Implementing Guidelines for the Provision of DILG-Administered Package of Assistance for Former Rebels (FRs) and Militia ng Bayan (MB). The roles of DILG, Local Government Units (LGU), Department of National Defense (DND), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), E-CLIP Committee (ECC), Joint AFP-PNP Intelligence Committee (JAPIC) and the Provincial/Highly Urbanized City Peace and Order Council who are connected in the implementation of the program were discussed during the session. He also reiterated the proper handling of the program phases and process, the required documents and the mechanism for security and monitoring of the rebel returnees.

In the afternoon, the resource speaker presented a short overview of DILG Circular No. 2018-17: Implementing Guidelines and Procedures for the Disposition of Firearms, Explosives and Ammunition (FEA) of FR and MB and DILG MC 2018-105: Implementing Guidelines for the Construction of Halfway House for FR and MB. After the discussion, the participants were asked to prepare an action plan on E-CLIP for year 2019.

Ms. Precyl Ramos, Social Welfare Officer III, expressed her gratefulness to all the participants who took time despite their busy schedules. She also shared her thoughts about the implementation of E-CLIP program as she echoed the provincial government’s commitment to be an instrument in the proper reintegration of FRs and MBs.
