LDMS Training – A Groundwork for its Full Implementation


    The Legislative Document Management System (LDMS), a database developed by the Provincial Information and Communications Technology Office (PICTO) headed by Ms. Camille Lauren V. del Rosario, aims to provide faster tracking and retrieval of SP’s pertinent records and documents such as ordinances, resolutions, and communications being submitted by various stakeholders and Local Government Units and the like, hence, increasing the work efficiency and timeliness. It also intends to generate reports and accurate monitoring of the status of these documents. Moreover, the Documents Receiving and Registration, Order of Business (Agenda), Journal of Proceedings, Minutes of the Session, Excerpts, and Review Letters will be reviewed and accomplished using this system.

    To fully understand the system’s flow/process,a 3-day trainingwas conducted by PICTO on the 31st day of August 2016 and on the 1st and 5th day of September 2016 at the SangguniangPanlalawigan (SP) in order to suffice the knowledge and capability of the users in operating the said system prior to its full implementation.

    On the first day of training, selected staff from the Office of the Secretariat attended. Before the training commenced, Ms. Michelle F. Alcid, Provincial Board Secretary, and Mr.Arnulfo P. Caraig, Head-Information System and Database Administration Division of the PICTO, gave some introductory remarks. During the training, Mr. Christian Recto, PICTO Staff, discussed an introduction about the LDMS and provided a thorough hands-on training to all the staff involved in the Documents Receiving and Registration, Order of Business (Agenda), Journal of Proceedings, Minutes of the Session, Excerpts (Resolutions and Ordinances), Review Letters and the Uploading and Transmittal of such documents as well as the review of the aforesaid documents by the Board Secretary III, Board Secretary IV, Board Secretary V, and the Provincial Board Secretary.

    On the second day of training, the Legislative Staff Assistants (LSA) of the Provincial Board Members and two (2) staff from the Office of the Provincial Vice Governor (OPVG) attended. Ms.Alcid also gave introductory remarks before the training proper began followed by a brief discussion about the entirety of the LDMS flow/process by Mr.Recto and Ms. Amy Buenaventura, PICTO Staff. The LSAs and the OPVG staff were provided a hands-on training by Mr. Recto on the Minutes of Session Viewer, Session Document Viewer, Document List and Referred Documents to Various Committee.

    On the third day of training, Ms.del Rosario concisely discussed apposite information about the LDMS, mainly its advantages, to all the Provincial Board Members and to Vice Governor Ramon Jolo B. Revilla III.

    Therefore, this system reinforces the SP’s vision of being the country’s model for effective local legislation, hence, gaining public trust for its commitment on incessant good governance. Meanwhile, it is indeed another breakthrough in the province’s provision of efficient public service, therefore, reflecting its vision of being a “First Class, World Class” province.
