What is PESO?

The Public Employment Service Office or PESO is a non ā€“ fee charging multi – employment service facility or entity established for accredited pursuant to Republic Act No. 8759 otherwise known as the PESO Act of 1999 as amended by Republic Act 10691.

To carry out full employment and equality of employment opportunities for all, and for this purpose, to strengthen and expand the existing employment facilitation service machinery of the government particularly at the local levels there shall be established in all capital towns of provinces, key cites, and other strategic areas a Public Employment Service Employment. Hereinafter referred to as PESO, which shall be community ā€“ based and maintained largely by local government units (LGUs) and a number of non ā€“ governmental organizations (NGOs) or community ā€“ based organizations (CBOs) and state university and colleges (SUCs). The PESOs shall be linked to the regional offices of the Department of Labor and Employment (DOLE) for coordination and techpinical supervision, and t the DOLE central office, to constitute the national employment service network.

What are the objectives of PESO?
General Objective

Ensure the prompt, timely and efficient delivery of employment services and provision of information on the DOLE programs.

Specific Objectives
  1. Provide a venue where people could explore simultaneously various employment options and actually seek assistance they prefer;
  2. To serve as referral and information center for the various services and programs of DOLE and other government agencies present in the area;
  3. To provide clients with adequate information on employment and labor market situation in the area;
  4. Network with other PESOs within the region on employment for job exchange purposes.
What are the functions of PESO?
  1. To encourage employers to submit to the PESO on a regular basis a list of job vacancies in their respective establishments in order to facilitate the exchange of labor market information services to job seekers and employers by providing employment services to job seeker, both for local and overseas employment, and recruitment assistance to employers;
  2. Develop and administer testing and evaluation instruments for effective job selection training and counseling;
  3. Provide persons with entrepreneurship qualities access to the various livelihood and self ā€“ employment programs offered by both government and non ā€“ governmental organizations at the provincial/city/municipal/barangay levels by undertaking referrals for such programs;
  4. Undertake employability enhancement trainings/seminar for jobseekers as well as those would like to change career or enhance their employability. This function is presently supervised by TESDA and conducted by other training;
  5. Provide employment and occupational counseling, career guidance, mass motivation and values development activities;
  6. Conduct pre ā€“ employment counseling and orientation to prospective local and overseas workers;
  7. Provide reintegration assistance services to returning Filipino migrant workers;
  8. Perform such functions as willfully carry out the objectives of this Act.

Provision of Pre-Employment Guidance and Counseling/Coaching (PEGC)

  • A Pre-Employment Guidance Counselling is an important part of the hiring process as it educates the applicant and enhances their employability.

Provision of Referral/Recommendation Letter for Employment/Placement – this includes monitoring of referred job applicants

  • Monitoring the status of application of referred job applicants with different partner companies is regularly conducted by PPESO
What are the special services of PESO?

The special services may include programs and activities developed by DOLE such as Job Fairs, Help Desks Assistance (OFW, HIV/AIDS and Kasambahay), Job Search Kiosk, Livelihood and Self-employment Bazaars, Special Program for Employment of Students and Out-of-School Youth (SPESOS), Workers Hiring for Infrastructure Projects (WHIP), and others to enhance provision of employment assistance to PESO clients, particularly for special groups of disadvantaged workers such as persons with disabilities (PWDs) and displaced workers.

ISO 9001:2015 CERTIFIED

The Provincial PESO has been awarded a certification and registered against ISO 9001:2015 through its enrolled/certified process, the Management of Employment Facilitation Service. The core functions have already been certified ā€“ Provision of Labor Market Information (i.e. provision of job vacancies), Provision of Pre-Employment Guidance and Counseling/Coaching, and Provision of Referral/Recommendation Letter for Employment. The certificate was awarded last July 10, 2017. It means that it has been audited by a third party Certification Body and has been found compliant with the requirements of the said standard.

Achieving ISO 9001 certification is similar to having a ā€œquality sealā€ which the Cavite Provincial PESO can use to prove to its customers and stakeholders that it complies with an internationally-accepted standard. Through certification, the Cavite Provincial PESO will be known as an office that commits to quality service, and thus, will achieve a higher level of trust and credibility from the public.
