The Provincial Nutrition Evaluation Team (PNET) composed of different departments of the provincial government and national agencies in Cavite conducts the Annual Monitoring and Evaluation of City/Municipal Nutrition Program Accomplishments in 2018 using the new Monitoring and Evaluation of Local Level Plan Implementation Pro tool (MELLPI-Pro). It is the updated monitoring and evaluation framework and system for the nutrition sector covering assessment of nationwide initiatives along policy and legislation, nutrition service delivery, and capacity building. MELLPI Pro is coined from the words Protocol that includes procedures and tools; Promotive since it promotes awareness and observance to existing laws, rules and guidelines; Progressive that scoring is based on desired progress of LGUs in terms of nutrition program implementation and Professional because it promotes professional and objective review of evidence using rubrics and spider web diagram. The new tool was designed to evaluate and assess the performance of the City/Municipality and local nutrition workers including Nutrition Action Officers.
The validation visit kicked off in the Municipality of Rosario on May 2, 2019 and will conclude on June 7, 2019 in the Municipalities of General Mariano Alvarez and Silang. So far, Tanza and the cities of Damariñas, Bacoor and General Trias had been validated by the team.
During the visit, the PNET conducts a desk review of accomplishment reports based on the Nutrition Action Plans and other pertinent documents from where individual rating, consensus rating then finalization of rating will be generated. A report will be prepared to be presented to the Local Nutrition Committee in a meeting and members of the team will review the MELLPI Pro Process, the over-all results and highlights of nutrition-related policies, programs and services. The team acknowledges the LGUs performance and best practices and recommends actions for improvement based on the PNET’s monitoring. A summary of evaluation findings and recommendations and the signed Form 4 are submitted to the Local Nutrition Committee or Local Nutrition Worker during the exit meeting.
